Well, if Rico has been treated for certain kinds of cancer/tumors recently, they use large doses of estrogen to shrink the tumors (it works very well for both cats and dogs). The problem is that it will force females into heat even if they are fixed, and will feminize the scent of males. These poor cats and dogs aren't feeling well because of their condition, the hormones throw their systems all out of whack, and to top it off all of the boys in the neighbourhood really, really want to get frisky.
Or Percy just has a thing for Rico. These things happen.
